Subject: Notice of Preparation of a Draft Supplemental Environmental Impact Report for the Tuolumne County Regional Transportation Plan
Review Period: June 7, 2023 to July 6, 2023
Notice is hereby given that the Tuolumne County Transportation Council (TCTC) is the lead agency for the preparation and review of a Supplemental Environmental Impact Report (SEIR) for the 2023 Regional Transportation Plan Update. Pursuant to section 15082 of the California Environmental Quality Act (CEQA), TCTC is soliciting your comments to assist us in identifying the potential environmental impacts that may occur from approval of the Regional Transportation Plan (RTP) Update.
The SEIR would update the 2016 Program EIR prepared for TCTC’s Regional Transportation Plan. A Program EIR may be prepared on a series of actions that can be characterized as one large project. The purpose of a Program EIR is to allow the lead agency to consider broad policy alternatives and program-wide mitigation at an early time when the agency has greater flexibility to deal with basic concerns or cumulative impacts.
The current undertaking of a SEIR would involve updating the 2016 Program EIR to address changes in the RTP as a result of the 2023 RTP Update, disclose that information to the public, and solicit public comments on the project and the potential environmental impacts and mitigation disclosed therein.
